Large-scale infrastructure projects can provide Armenia with:
1. Resilience: by reducing our country's vulnerability,
2. Economic Growth: in the form of the multiplier effect of large-scale projects,
3. Geopolitical Flexibility: by expanding our external connections,
4. Balanced Development: by developing life beyond Yerevan,
5. A Changed International Image: transforming Armenia into a decision-making partner. 1. Energy and Industrial Self-Sufficiency
Key Projects:
• A new nuclear power plant, equipped with modern technology,
• Copper smelting and sulfuric acid recovery plants, modernization of the metal raw material processing industry,
• Global data centers,
• A radiopharmaceutical and nuclear medicine center,
• Modernization of production infrastructures (electric distribution networks, water supply and sewerage, communications).
2. Transport and Communication
Strategic Goal: To make Armenia a modern Persian Gulf-Black Sea corridor.
• North-South Highway: (to complete),
• New Railways: Iran-Armenia (integrating it into other regional projects), Shirak-Vanadzor-Ijevan, restoration and reconstruction of old routes: Kars-Gyumri, Yerevan-Yeraskh-Julfa, Yerevan-Ijevan-border,
• Syunik Transport and Energy Hub: new gas pipelines, water pipelines, power transmission lines, internet cables, tunnels and roads, a regional logistics center,
• Expansion of Zvartnots Airport: making the airport a regional hub for air transport from Europe to Asia,
• A New High-Speed Railway Line: Yerevan – Airport – Zvartnots Cathedral – Vagharshapat.
3. Balanced Development
To ease the overload on Yerevan, develop the regions, and improve the quality of the urban environment.
• Relocation of state institutions to other cities,
• New lines for the Yerevan Metro,
• A high-speed railway from Yerevan to Etchmiadzin and the airport,
• Development of Dilijan: educational, cultural, touristic, and environmental solutions,
• The new Urartu-Erebuni complex in Yerevan,
• The Ani historical-cultural cluster.
4. The "Hatis" Project
The "Hatis" project holds a special place in this series, combining civilizational, social, and economic significance. It includes, in particular, the construction of the Statue of Christ, which will lead to a sharp revitalization of economic life in that region. The project's ideology is based on the core messages of recognition, rebirth, and pride.
Participation in the creation of this new monumental complex becomes a form of social creativity and initiative, engaging a wide range of individuals, communities, organizations, and businesses.
This is a form of social mobilization built not on opposition, but on co-creation.
5. The "Syunik Transport and Energy Hub" Project: Instead of various "Zangezur" alternatives.
6. The North-South Axis as a Strategic Choice: A program built around the development of the North-South corridor, integrating the TRIPP initiative into this logic.
7. Integrated Development of Infrastructures:
• Roads and railways,
• Gas pipelines,
• Oil pipelines,
• Power transmission lines,
• Digital and telecommunication infrastructures,
• Water pipelines, and others.
8. Ecology and a High Quality of Life
• "Green Armenia - 2035" Program: restructuring hazardous industries, reducing emissions, climate initiatives for Yerevan,
• Protection and Restoration of Lake Sevan,
• Modernization of Water Systems,
• Construction of a Waste Processing Complex for Yerevan and its suburbs.
Necessary Conditions for the Effective Preparation and Implementation of Megaprojects
1. Effective Public Debt Management: Public debt as a tool for development, not a burden. The real economic growth rate must constantly be higher than the rate of debt growth.
2. Public-Private Partnership (PPP): A modern PPP model is needed that will attract private, Diaspora, and international capital.
3. Attraction of Large-Scale Foreign Investment and Domestic Resources.
4. Rule of Law and Protection of Property Rights: Investors, whether Armenian or foreign, operate only under conditions of legal predictability.
5. A Competitive and Open Business Environment: Competition reduces project costs and improves the quality of infrastructure. It also ensures the maximum mobilization of investment potential.
6. Professional Personnel and High-Quality Management: professional training programs, utilizing the potential of the Diaspora, engaging international experts, and so on.
